ARTICLE I
REQUIREMENTS FOR ADMISSION

  1. The NRA registered shooting club desiring membership in the Suburban Pistol League must apply in writing to the Secretary of the League and submit its registration number with the application.
  2. Clubs applying for membership must present a list of at least ten (10) members in good standing that will compete in league firing during the succeeding season.
  3. Clubs applying for membership must have the use of an acceptable indoor range of not less than ten (10) firing points. This range must generally be available to the club at least one night each week during the League season.
  4. The application will be considered at the first regular meeting scheduled not less than none month following the date of filing of the applications, provided that the number of member clubs is currently less than twenty-four (24).

ARTICLE II
INDIVIDUAL COMPETITOR REQUIREMENTS

  1. Registration with the league, by individual name and address, shall be required of all persons competing in regularly scheduled or other League sponsored matches. Such registration must be made with the Statistical Officer by the time the results of the shooter’s first match are received, or his score will not be recorded.
  2. Individual competitors must be members in good standing of a member club of the League, and may not represent more than one Suburban Pistol League club at one time. Only one change of an individual’s club affiliation will be recognized in a single League season; additional changes of affiliation during one season will void subsequent individual scores. The Statistical Officer must be notified of the affiliation change by the time of receipt of the results of the first match fired for the new club.

ARTICLE III
COLLECTION OF DUES

  1. The amount of dues to be levied shall be determined annually.
  2. The dues shall consist of a club fee and an individual competitor registration fee to be paid in the following manner: The Treasurer will bill each club for the full amount of the club fee and individual competitor registration fees in the amount of 80% of the number of shooters who competed during the previous season. New clubs will pay their initial individual competitor registration fee on the basis of 80% of the number of competitors registered as representing them at the start of the league season. These fees are due prior to the completion of the first match f the scheduled season. Failure to make timely payment will result in no scores (club and individual) being recorded. Following completion of the 7th match from the end of the season, the Treasurer will bill each club for remaining individual competitor fees based on the actual registration. Any over-payment will be refunded at the time of the final billing. Full payment of the final billing must be made within 45 days of the billing or the club’s scores for the season will be expunged.

ARTICLE IV
DUTIES OF EXECUTIVE BOARD AND OFFICERS

  1. The Duties of the Executive Board shall be as followings:
    1. It shall serve as the caretaker group of the league to insure continuity of league policies and operations. It shall not assume policy making powers. These must result from resolutions properly adopted at regular or special meetings
    2. It shall be responsible for the preparation and distribution via the Secretary of the agenda for all league meetings. The agenda must be available to all clubs and league officers at least two weeks prior to the meeting.
    3. To facilitate operation of the league, it may order expenditures excluding awards of up to $100.00 during its annual term of existence.
  2. The duties of the President shall be as follows:
    1. He shall act as Chairman of all league and Executive Board meetings. In this capacity he shall not vote except in case of a tie
    2. He shall appoint such committees as may be necessary for the conducting of league business.
    3. He shall call special meetings at the request of the Executive Board or within 30 days after presentation of a written petition for a special meeting signed by one-third of the member clubs in good standing.
    4. He may call meetings of the Executive Board at his discretion.
    5. He shall appoint, at the Spring meeting, a nominating committee of not more than three members to select a slate of candidates for elected office. No member of the nominating committee may be a current League Officer, or no two members may be from the same club.
  3. The duties of the Vice-President shall be as follows:
    1. He shall assume the duties of the President in the event of his absence or resignation, or at the request of the President to comply with the requirements of procedures.
    2. He shall be Chairman of the Awards Committee and supervise the procurements of yearly awards.
  4. The duties of the Treasurer shall be as follows:
    1. He shall perform the collection of and record the status of all League monies.
    2. He shall make payment of League obligations as instructed by the by-laws, by resolutions adopted at regular or special league meetings, and by proper order of the Executive Board.
    3. To facilitate League operations he may expend during his annual term of office, up to $100.00 without prior instruction.
    4. He shall prepare and distribute at the Fall meeting an annual financial report.
    5. He shall tender to his successor the financial records of the League
  5. The duties of the Secretary shall be as follows:
    1. He shall take and preserve the minutes of all League and Executive Board meetings.
    2. He shall maintain a current list of member clubs and their contracts (3 per club).
    3. He shall distribute to all League officers and member clubs (3 per club) copies of the complete minutes of all constitutionally convened meetings. The distribution of the minutes will take place not more than 10 days following the date adjournment of the meeting.
    4. He will maintain a file and all correspondence.
    5. He shall tender to his successor all files and records of his office
  6. The duties of the Public Relations Officer shall be as follows:
    1. He shall promote the objectives of the League as embodied in the preamble to the Constitution and reflect the attitudes and opinions of the League or of the individuals concerned in any publicized event
    2. He shall be responsible for all League publicity
  7. The duties of the Statistical Officer shall be as follows:
    1. He shall maintain a record of League competition and may correct it as required. He will advise both team captains of clubs which have completed a match of any official correction in the scores.
    2. He will prepare the schedule of competition subject to the By-Laws and directions of the league and distribute it to all member clubs at the Fall meeting
    3. He shall insure notification of all parties concerned in the event of a change in the schedule.
    4. He shall send to all member clubs and League Officers a report of standings at the completion of the first half of the schedule.
    5. At the completion of the schedule, he shall prepare a final report of standings including seasons averages for all individual competitors
    6. He shall notify the team captain of a member club whenever an average for a competitor representing that club is officially revised. Such notification shall be sent prior to the next match scheduled for the club affected
    7. He shall procure NRA individual report cards, and insure their adequate distribution to all member clubs. From the completed and returned cards, he will compile and maintain a current list of names and addresses of competitors.
    8. He shall notify the Treasurer of all monies to be collected from the clubs
    9. He shall maintain an adequate supply of all forms required for League scoring records
    10. He shall tender to his successor all financial and competitive records she has been required to maintain.
  8. The duties of the Executive Officer shall be as follows:
    1. He shall interpret the rules and regulations of the NRA governing the conduct of matches.
    2. He shall interpret the Constitution and By-Laws of the Suburban Pistol League which govern matches.
    His ruling in these matters shall be final.
    3. He shall arbitrate, in accordance with the procedures of the NRA, all challenges submitted to him.
    To facilitate the execution of his duties, the Executive Office must be conversant with the NRA Pistol Rules governing matches and the Constitution and By-Laws of the Suburban Pistol League
    4. He may call a meeting of team captains and chief range officers of all member clubs, two weeks prior to the start of the League schedule.
    5. He shall keep current the history of the League and the League championship records. He shall tender these documents to his successor.

ARTICLE V
LEAGUE STRUCTURE

  1. This League will consist of three (3) divisions to be called by the names of the Gold, Silver and Bronze. If the total number of clubs is not evenly divisible by 3, the reminder will be added first to the Bronze and then to the Silver division. New clubs entering the league will be placed in the proper division when half of the matches are fired and team average is taken.
  2. Clubs will be ranked within each division high to low according to the previous season’s average of 5 man team actual scores.
  3. The regular League schedule shall consist of 22 Caliber National Gallery Course matches on a 5 man team and individual basis. The regular schedule will consist of each club competing against every other club. Four man teams or less will be used when computing a team average for the following year.
  4. Team match actual scores shall be based on the sum of the five highest l=individual actual match scores. Team handicap match scores shall be based on the sum of the five highest individual handicap match scores. These scores are to be determined from the Winchester drop point tables (300 point) and recorded to three decimal places. To be eligible for a handicap score, a competitor must hold at least a temporary average. Revised averages may not be used by for handicap determination in matches which are used to compute the revised average. In cases where the average is than 150, the handicap score will be based on a 150 average.
  5. Matches shall be conducted in accordance with the By-Laws and the current NRA Pistol Rule book. (3/10/80 By-Law Change). In the Slow Fire State, no more than five (5) rounds shall be loaded in a magazine.

ARTICLE VI
ADHERENCE TO THE SCHEDULE

  1. All member clubs must follow the prepared schedule except for rescheduling for the following reasons:
    1. Hazardous driving conditions
    2. Loss of range due to circumstances beyond the control of the host club
    3. Mutual consent of both team captains. Any rescheduled match except the final match must be fired within the League schedule. Postponements of the final match must be fired within 14 calendar days of the close of the League schedule. Failure to fire a match within the time limits specified will result in a forfeit for the club requesting the postponement. Opponents of the club charged with the forfeit shall be credited with having fired the match in order to meet the schedule requirements for awards eligibility.
  2. All record firing will begin promptly at 7:30 PM provided at least one competitor from each club is present. Mutual consent of the team captains may waive this rule, but no captain is required to so consent. In order to compete for score, a shooter must be signed in at the range before 9:00 PM or before the last scheduled relay has begun, whichever is later (Change voted 8/22/90).

ARTICLE VII
AVERAGES

  1. A temporary average is obtained by a new shooter firing in three matches in a single season, totaling the three scores and dividing the sum by three. The integer part of the quotient is retained as the average. This League will allow as a temporary average, a competitor’s average from the immediately preceding Niagara Frontier Pistol League season.
  2. A permanent average may be obtained in one of two ways as follows:
    1. By the holder of a temporary average who fires four matches in the current season, totaling the seven scores, dividing by seven and retaining the integer part of the quotient. In cases of a temporary average without a record of the individual match scores used to computer the average, the temporary average will be multiplied by three and summed with the results of the first four matches fired in the current season to obtain an equivalent seven match total. This total will be divided by seven and the
    integer part of the quotient retained as the permanent average for the balance of the current season.
    2. At the end of the current season, the holder of a permanent average who has competed in seven or more matches will have his season’s scores totaled and divided by the number of matches fired. The integer part of the quotient will be retained as next season’s permanent average.
  3. Failure of a shooter to obtain a permanent average in any season will result in the computation of a temporary average as in A above, using the first three match scores of the season. In the event that fewer than three matches are fired in a single season, no average will be computed.
  4. A new shooter is a competitor who has no average.

ARTICLE VIII
AWARDS

  1. Actual teams and handicap teams must compete in the total League scheduling to be eligible for actual and handicap awards respectively.
  2. Individual who have competed in 65% of the current League schedule will be eligible for individual awards. To be eligible for an improvement award, a competitor must have had a permanent average from the immediately preceding Suburban Pistol League season.
  3. Eligible handicap teams will be ranked high to low within the divisions by their won – lost record. Ties will be broken by the aggregate of handicap scores.

ARTICLE X
HOST CLUB RESPONSIBILITIES

  1. The host club shall insure that range officers and adequate target changing details are provided on match nights.
  2. The host club shall have at hand the necessary material to run a match. Examples: targets, score sheets, scoring plugs, scoring overlays, etc.

ARTICLE XI
PROTEST AND CHALLENGE PROCEDURES

  1. Protests: Any individual protest must be taken to the team captain, who will confer with the opposing captain, and the range officer to settle the complaint. If settlement is not possible, a written protest may be forwarded to the Executive Officer of the League. Targets to be rescored or otherwise evaluated by the Executive Officer
    must be forwarded by the host club’s team captain or his designated agent within seven days of the date of the challenge or protest. A member club may appeal to the NRA for a ruling concerning NRA rules only.
  2. Challenges: Challenges that cannot be settled by the two team captains shall be forwarded to the Executive Officer by the host club’s team captain or his designated agent within seven days of the match date at which the challenge occurs.

ARTICLE XII
BANQUET

A League Banquet shall be held as soon as practical following the last scheduled match.
